Galaxy SGo to Settings > Advanced Features > Side Button & check the Settings for the Side Button.. sounds like they might have been changed?

As you have already tried clear cache for the Bixby but that doesn't work, please try booting into recovery as said by RobertZ and see if it helps.
Hold the Power button and Volume Down to open the power options where choose the Power off > When the screen goes dark press the Volume Up and Power keys together > Let go of all held buttons when you see the Recovery mode on the screen > Then you should select Wipe cache partition. Use Volume Up to navigate and the Power button to accept it > Choose Yes and press the Power key to confirm that operation > After that select Reboot system now with the Power key.

Galaxy SYou could try Booting into Recovery & Wiping Cache, see if that fixes the issue for you.
You could also try Going to Settings > Apps Search for "Bixby" & Select each of them, and scroll down to Storage & Clear Both Cache Data for the app. It's longer than just Wiping Cache from Recovery, but it might also work.
