Galaxy SGo to Settings > Notifications > Find the weather (or whatever app you want) & Click on it & then Categories.

Galaxy SScreen shots are from my S23 Ultra One UI V6.1, and I believe it's these screen shots are using the same weather app as in your screen shot?
Try going to Settings >Apps Search for the weather app & see if you have the same permissions as in mine?

Galaxy SCategories are still there for all the apps that I have looked at.
Make sure that you have allowed Notifications in the app's permissions as well.
I don't recall seeing any such post, regarding the elimination of categories?
