Data roaming toggling on by itself

My dad is travelling abroad with his S9+. 10 days into his trip, his data roaming toggle switched on and incurred charges. We turned it off and it keeps switching back on by itself randomly.

Is there a way to see what's turning it on? Whether it's an app or he's doing it by mistake when an app asks him? Is there a permission to check? He uses mimial set of apps and did not install anything new.

Is it possible the roaming operator turns it on automatically?

Mine doesn't do that I don't know. Do you know if he has it set up like that?

No, there is no setup, it's just a toggle in settings|connections. He travels 3-4 times a year and been using the phone for a while, this is the first time it keeps happening. Strange.

I don't have access to his phone now but this is the toggle that keeps turning on randomly.

Try pressing the button what I cicled on the picture. So what you do.(swipe down from the top of the phone 1 or 2 times)(press flight mode)and it shouldn't bother you if the flight mode is on if it's off then it might I don't know I have never had that problem. If it doesn't stop turning on either power off your phone by holding in the side button or you are just gonna have to restart your phone.

Yes we did airplane mode now, but that stops receiving sms messages as well for verifications. But it's ok, better than getting charged $$ by Rogers. I still don't know why it turns on by itself. I was hoping I can run some debug to find what's turning it on.
