Galaxy SHi, have you tried performing Wipe cache partition on your device? If not, please perform and see if it helps.
1.Turn off the device.
2. Press and hold the Volume Up key and then press and hold the Power key
3. When the Android logo displays, release both keys.
4. Wait until the Android system recovery menu options appear.
5. Press the Volume down key several times to highlight wipe cache partition.
6. Press Power key to select. 7. Press the Volume down key to highlight yes, them and press the Power key to select.
8. When the wipe cache partition is complete, Reboot system now is highlighted.
9. Press the Power key to restart the device.
If you wipe your cache partition, it removes any temporary files that may be causing some issues with your device, all of your personal files and settings will not be affected when you wipe cache partition.

Galaxy SIt sounds like a screen sensitivity issue, if you have to tap on the Notification several times. Are you using any screen protector?
You could always go to the Samsung Members app & Click on Support & run the Diagnostics for the Touch Screen.. See if you get any error messages?

Try going to Settings & Search for "Sensitivity" & Toggle ON Increase Touch Screen Sensitivity..
(It's in Settings > Display)
See if that helps?

Galaxy SI tested it a few more times, being extra careful to ensure I touch it correctly, even slowly to be sure, and still no. If I hit it repeatedly, quickly, it'll open after a few taps, but it won't open if I go slowly.
Very odd.

Galaxy SAre the Notifications appearing on the same part of the screen.. ie: middle, top or bottom of the Notification Pull Down Panel?
The reason why I'm asking, is I'm wondering if you have any apps with "Appear on Top" permissions, which might be interfering with you touching the screen where the Notification appears?
You could search in Settings for "Appear on Top". See if disabling any with the permission changes anything for you?
