DND mode only letting messages in from whitelisted contacts but declining calls

Call log says, declined by modes and routines while messages get through. Out of DND all calls get through.

There is a setting in there, no calls allowed. I have it set. Look again.

Hi, you can select and allow custom notifications while Do not disturb is on. 

If you select no calls allowed in settings, then uou won't be able to receive calls while Do not disturb is on.
