Galaxy SAre you syncing Gallery with OneDrive? If so, you can browse OneDrive using the My Files app and then copy the photos back with it.
Are you using Google Photos and is that syncing your photos? If so, you can copy the photos back using My Files app.

Yes, it's very possible that files being "moved" or reorganized within the cloud especially outside of the original Gallery folders (like Camera, Screenshots, etc.) is affecting their sync back to your Samsung Gallery after your S24+ factory reset.
If files were moved, renamed, or uploaded from another device (like a PC), they may not appear in the Gallery app automatically.
Verify Sync is Enabled: Go to Gallery > Menu (three lines) > Settings. Confirm that “Sync with OneDrive” is active. Tap “Sync now” to initiate a manual sync.
If your photos are stored there, you can manually copy them back to your local storage using the My Files app.
If you were using Google Photos instead, check if it has been syncing your media. Open the Google Photos app and check your backed-up photos. To restore, use the My Files app to download photos from photos.google.com, or save them directly from the app to your device.
