I've never heard of "declined", because of a technical issue with Samsung Wallet.

Ensure NFC is set to "Tap & Pay": Go to Settings > Connections > NFC and contactless payments. Ensure Google Pay or Samsung Wallet is selected as the default payment app.
Check for Software Updates: Go to Settings > Software update and ensure your device is running the latest software version.
Verify with Your Bank: Some banks require additional verification steps. Contact your bank and verify if there are any issues with your card being used for mobile payments.
Test with a Different Card: Try adding a different card to see if the issue is specific to the card you are using.
Factory Reset NFC Settings: Go to Settings > Connections > NFC and contactless payments and toggle NFC off and on again.
