I've been noticing significant battery drain on my S10 plus when it's on standby. I would get about 10 percent drain in about 9 hours but after the April Security update,  i would loose 15 percent in 8 hours or so. I cleared Cache multiple times, used GSam and saw normal battery usage. I finally tried safe mode last night and saw a 7 percent battery drain in about 3 hours. That sounds abnormal to me as only system apps are installed. I'm thinking a factory reset to fix this issue but I'm quite hesitant to do so.

Yes, this one seems okay. Flashforward to today and its 5 hours. I'll do the factory reset later on today:)

does standby put you into roaming? that crushes all batteries

Why would Standby (Need clarification on what you mean by this) Put any device into "Roaming".... It's only going to be in roaming if you are out of your service area - ie: If I'm in Europe etc but not anywhere in Canada with my plan.

You could also back up via Samsung Cloud. It works really well.

Except since February 6th 2018 Samsung Cloud no longer supports 3rd party apps (see link below) and Samsung Cloud has also reduced the amount of storage down to 5 Gig starting in June (see link below) 🐧
