Galaxy SHi, Welcome to the Samsung Members Community Canada. The option is no longer available on the device. However, you can enable Voice assistant.
Activating or deactivating Voice Assistant.
When you activate Voice Assistant, the device will start voice feedback.
When you tap the selected feature once, the device will read the text on the screen aloud.
Tapping the feature twice will activate the feature.
Launch the Settings app, tap Accessibility? Screen reader, and then tap the Voice Assistant switch to activate it.
To deactivate Voice Assistant, tap the switch and tap anywhere on the screen twice quickly. To view how to use Voice Assistant, tap Tutorial.

Galaxy SWhy would you remove this feature ?
This is extremely essential to my day to day job so I don't have to even touch or look at my phone, because I get to hear all incoming orders/texts without using my hands and therefore NO DISTRACTED DRIVING.
Terrible idea to remove this feature.

Galaxy SI just say, "Hey Google, read my new text messages", and it does.
Note that you have to grant the additional permissions to Google Assistant for this to work.
