maybe you have no service? or, try disconnecting from wifi, and connecting to data and try it

if your are using go sms or another over lapping program for messaging it could just be that, try opening up regular messaging if so, and as the other person said you need data from your network provider, and yes turn off Wi-Fi when you turn your data on.
