Finally found a way to get mobile data option in quick settings toggle..
Had to go through developer options..

If you're talking about "keeping mobile data always active" in Developer Options - That you not actually the proper way to get the Mobile Data Toggle On your QS Tiles..
You need Platform-Tools installed on your computer - Download Samsung USB Drivers to your computer - Enable USB Debugging on your phone - Open Windows Power Shell on your computer & type:
\adb shell [enter]
settings put secure sysui_qs_tiles "$(settings get secure sysui_qs_tiles),MobileData,HotSpot"
[enter]

or if you want to edit a bit more... more for taking some out with a visual (just BE CAREFUL) get settings database editor. Still needs adb and a shell command.
But it'll stick without needing the paid version if you just want to alter quick settings.
on top of that, you can turn off the volume warning and unlock a hidden screensaver with activity launcher app.
Add shortcuts if you wanna watch big bro watch you. System ui has the dessert case screensaver and media volume limiter is in settings. Turn it on and move the slider to max. Should get the warning once and never again.
Tap and hold things you like to add shortcuts with icons and renaming option.
If you don't need shortcuts or require further changes... both apps may be uninstalled after.
The icon frames are only removed from shortcuts made by activity launcher.
