After the update, my phone is acting weird. The touch response is delayed and laggy. Sometimes the buttons won't even work. It freezes some apps.

Something you could check is your touch sensitivity setting. Under settings>>>>display >>>>>touch sensitivity and turn that on. If they doesn't help then it's likely a software bug.

First thing to try after an update if you have issues (and even if you don't) is to clear your cache partition in recovery.

Like @GG2 suggested, Boot into Recovery & Wipe Cache, at the very least. 

I personally always Wipe Cache after ANY OTA, and Factory Reset after EVERY Android Version Update. 

No you should not have to, but..

Here's why;

Essentially because, While there's a script in every OTA that essentially wipes Cache. In Android version updates, the script SHOULD erase / wipe data that may be a conflict to the new OS.
 
It's not always 100% effective, and there's been plenty of posts over the years, where some people experienced issues, some almost unnoticeable, others more so.
 
Performing a Factory Reset, while shouldn't be required, has for me at least, resulted in never having any problems. 
It's a habit from testing Custom Roms & I think that it's served me well.
 
It's your device, what you choose to do, is obviously entirely up to you.

Are you using a screen protector by the way? 

If you are using one that only has adhesive along the edges, or one that is textured, that could be part of the problem? 

I use Whitestone Dome Tempered Glass screen protector, which uses edge to edge adhesive, and there's zero loss in touch sensitivity.

The update to One UI V5.0 could just be coincidence?

Hi, we suggest you to perform Wipe cache partition.

Below are the steps to perform Wipe cache partition.

1.Turn off the unit.

2.Press and hold the volume up button and press and hold the on/off button. When the Android logo is displayed, release all keys ("Installing system update" is displayed before displaying the Android system recovery menu options).

3.Press the volume down key repeatedly to highlight "wipe cache partition".

4.Press the Power key to select. Press the Volume Down button to highlight "Yes" and press the Power button to select. When the wiping of the cache partition is completed, "Reboot System Now" is highlighted.

5.Press the Power button to reboot the unit.

No, Wiping Cache does not delete ANY of the data on your device. You will not lose ANYTHING.

Wiping the Cache partition removes any temporary files that may be causing an issue with the device. Personal files, Applications and settings are NOT affected by this action.
