Galaxy SLike @GG2 suggested, Boot into Recovery & Wipe Cache, at the very least.
I personally always Wipe Cache after ANY OTA, and Factory Reset after EVERY Android Version Update.
No you should not have to, but..

Galaxy SAre you using a screen protector by the way?
If you are using one that only has adhesive along the edges, or one that is textured, that could be part of the problem?
I use Whitestone Dome Tempered Glass screen protector, which uses edge to edge adhesive, and there's zero loss in touch sensitivity.
The update to One UI V5.0 could just be coincidence?

Galaxy SHi, we suggest you to perform Wipe cache partition.
Below are the steps to perform Wipe cache partition.
1.Turn off the unit.
2.Press and hold the volume up button and press and hold the on/off button. When the Android logo is displayed, release all keys ("Installing system update" is displayed before displaying the Android system recovery menu options).
3.Press the volume down key repeatedly to highlight "wipe cache partition".
4.Press the Power key to select. Press the Volume Down button to highlight "Yes" and press the Power button to select. When the wiping of the cache partition is completed, "Reboot System Now" is highlighted.
5.Press the Power button to reboot the unit.

Galaxy SNo, Wiping Cache does not delete ANY of the data on your device. You will not lose ANYTHING.
Wiping the Cache partition removes any temporary files that may be causing an issue with the device. Personal files, Applications and settings are NOT affected by this action.
