I have just purchased a Galaxy S22.

Where is the paper clip icon to add pictures in Messages?

If you're talking about Text Messages and Google Messages app, there's no paperclip 📎 icon, just something like this.

 I don't recall ever seeing a paper clip icon to add pictures

If you use the + sign to the left in messages, you can add pictures but might be different for different keyboards
