Download and install and app like Google Drive or any other pdf viewer.

Open the pdf file with the app and you can view it.

Hi, as said by RedDogRabbit to get your phone to open PDF files, you will need to install a PDF reader app.

There are many different versions available, once you have selected the app of your choice and installed it on your device, you should be able to open any PDF files that you receive.
