Phone blocks sms when msg rates apply.

At one point I was asked if I was ok with paying for a sms I was about to send and I answered no. Now I cannot send any sms to that number. How and where do I change that setting? TIA

This almost seems like a carrier issue. I am sure if you contact them, they should be able to "unblock" that number so you can send sms to that number.
