HELLO GOOD AFTERNOON!
WHY IS IT THAT THE "CLOSE ALL" BUTTON ON THE MULTI TASK SCREEN IS SO PROMINENT AND IN THE CENTER OF THE SCREEN??

This is a MAJOR design flaw as a person could EASILY accidentally press it by even the palm of their hands. The same provisions taken to prevent accidentally answering or rejecting a phone call MUST be taken to prevent accidentally pressing the "Close All" button! I've written several times regarding this and the first time I got a generic irrelevant answer. PLEASE someone read this and do what is necessary to address this issue.
What do people mainly do on phones?
They "use apps". So how could their be a button that could potentially accidentally cross ALL apps!

I'm by no means an expert at designing phone interfaces, but here are my suggestions:

Option i.
Add a thing that the user has to slide just as when answering a phone call.

Option ii.
Make the button less prominent or centrally located

Option iii.
HIDE THE BUTTON WITHIN A NESTED MENU even in Settings --> Apps --> Close All Open Apps
and remove it from the multitasking screen entirely.

You have done EXCELLENT work on every other aspect of the phone and I know that little things like this can be easily overlooked on such big project. This is why I'm actually taking time out of my busy day to bring this to your attention.

PS:
and consider the following scenario: a person has 20 IMPORTANT windows open, most having entered data. Then they are holding there phone so that the left thumb is at the bottom left of the screen, as the right thumb is tapping on the content of the screen the left thumb accidentally slides to press the 3 bars opening the multitasking screen, then the right thumb which was in the act of pressing presses instead the "Close All" button and closes everything, INCLUDING the app you were currently working on. This ACTUALLY HAPPENED.

This is a major design flaw!

This is still a huge issue. I recently switched from a note 10 to a s23 ultra and I accidentally close all apps at least once or twice per day. Its a huge pain because I do a lot of actual work on my phone and I'm constantly switching between apps. I hope muscle memory kicks in and saves me because it doesn't seem like Samsung is going to change anything. The least they could do is make it a long press, or a double tap, or even a swipe to close all apps.

I don't know if I've ever accidentally touched the "Close All" button.

It seems to be relatively high on my screen.

It's almost in the center of the screen on the s23 ultra which puts it exactly where I'm used to swiping to scroll through my open apps. My previous phone had it located exactly where yours is on your screenshot. Muscle memory will adjust eventually but it will be a pain until then.

Just upgraded from a note10 to a s23u. How convenient! Instead of selecting an app I want to switch to, it's now easier than ever to close EVERYTHING. What's wrong with the older positon?? Can't you move it way up somewhere so nobody can ever mistap???

Or is this a conspiracy to make things 'FASTER'?

How can we switch recent apps?

I agree with you completely.   I sometimes open more than one app at a time and enter important data like you have or I just had to set my phone down for a bit.  Next I unlock screen and start to scroll right or left with my good thumb (that doesn't have trigger finger)  and I slide my thumb off to the lower left or right off screen (as I do from home screen to find and open an app) then its, "Oh darn it happened again!", all my active open apps close at once!  This was not what I wanted to do at all !  I don't even see this close all appear under my thumb the times when I am just scrolling left or right.  It's wasted a lot of my time to go back and start over again with what I was working on.  What can be done to change or eliminate this button from appearing there on the screen?

Agree with OP. The button is an accident waiting to happen.

"Are you sure you want to close all?"

No [default]   Yes [option]

Do you know what Samsung rep told me today when I was pointing out another glaring issue with thier other product "Samsung Messages" and told them how Google Messages doesn't have that issue.. They said: "1.Restart your phone. 2. We recommend you use the Google Messages App instead of the pre-installed Samsung Messages app You can get it from the Play Store".

I vowed then an there to make my own messaging app! Somehow

Google Messages has always been superior to Samsung's Messaging app. It's no surprise that you are being told to use Google Messages.

Samsung does not, and should not be trying to "reinvent the wheel".

Samsung makes much better hardware than Google, and most Google apps are far better than Samsung's.
