RCS chat not working with only 1 person

So my bf had a galaxy note plus before he upgraded to a s23. When he had the galaxy note his RCS messaging only worked with other people and never with me. I thought it was a phone issue. Fast forward to now he has a new s23 and he's still facing the problem. He cannot send RCS messages to only me. My sister recently switched to Android and got an s23 and she's able to RCS message me. So it's not the phone. What could be the problem? He's with bell mobility. I dont understand

 He's using the stock app for android not the messages by google app.

Bell, weirdly, limits the stock app to only use RCS with other Bell mobility customers only. To get around that he needs to use messages by google.

I know a person he does use RCS with has the same phone company as me. Telus. I cant find the problem. He's able to use the stock app and RCS with other phone companies. Except to my phone.
