Germany isn't exactly "everywhere".

As far as I've heard so far this morning, One UI V6.0 Stable hasn't been released in the US yet.

Not just Germany. EU, UAE and others. Everywhere but NA pretty much since they all have the B model...

The download is only about 350mb. I read that only the beta testers in3-4 countries are getting it at the moment

Lol don't spread misinfo. It's only 350mb if you're updating from the Beta, for us it would be 3GB.
And no, not just Beta testers are receiving it.

AT&T, hasn't received One UI V6.0 & No one in the Verizon Beta has received it either.

Not sure if any of the other US Carriers have released it yet. 

I remember a few years ago when Canadians received the One UI update BEFORE at least one of the US Carriers (US is different from Canada regarding where the OS Updates come from).

No. North America hasn't gotten it yet. US HAVE the Beta though so Beta 9 = Stable. We have .... 5.1 September update
