Galaxy Sknow how much data was used when abroad (roaming, even though you had Cell Data disabled?), might give some clues as to what was going on.
There's some apps, which MAY use very small amounts of data.. possibly?
You could check your & System apps, to see if any of them might have permissions to use Cell Data regardless.. maybe?

Galaxy SI am presently NOT roaming, and I don't use the Secure Folder (even though I have it enabled), but in spite of not using it, the Secure Folder has used 3.4 Meg of Cell Data.
Now I don't know for sure, if this would still happen with Data turned off, but I suspect not.
For some reason, I seem to recall seeing something about some apps that can change system settings, and possibly still use Cell Data.. But again, I'm not positive.
It could however be a possible explanation?

Galaxy SHi, we request you to follow the given steps.
Go to settings>>connections>>data usage>>mobile data usage as it will track the usage on daily basis to know why have you been charged for roaming services even though it is turned OFF.

Galaxy SWe don't know if they are no longer abroad, or if they have returned home.
If they have returned home, then they won't be able to determine which apps were using Cell Data while "roaming" by this method.

Galaxy SSounds like a good excuse for a vacation in Europe lol.
Were you able to find out how much Data was used while roaming?

Galaxy SYeah, it's unlikely that a Carrier would be able actually know what specific app was using Data.
In all likelihood, whatever was using Data, just gets lumped into a general category, ie: in this case a Browser.
But like I said, there's some apps that likely have permission to change System Settings, and that could include turning Cell Data on..
