S21 Ultra failed to setConfig Low_power

Hello when I turn on my S21 ultra I have this in the screen (see picture)

Does anyone know what's that ?

Hi, Please could you confirm if you have updated the android version? However, I suggest you try the wipe cache partition steps and check if there is any difference. Please write back to us if you are facing the same issue. Please try performing the wipe cache partition by following the instruction below and check if the issue got resolved. Turn off the device. Press and hold the Volume Up key and the Bixby / Power key. When the Android logo displays, release both keys. An 'Installing system update' message may show briefly before the Android Recovery menu options appear. Press the Volume down key several times to highlight "Wipe cache partition". Press Bixby / Power key to select. Press the Volume down key to highlight Yes, then press the Bixby / Power key to select. When the process is complete, the Reboot system now is highlighted. Press the Bixby / Power key to restart the device.

I'm having the exact same thing showing briefly on my screen just after unlocking.   I did wipe the cache but still there.  I'm thinking it might have something to  do with the network.
