Galaxy SCan anyone explain why my s23 keeps closing a backgroubd application when every setting that could be causing it is off.

Galaxy SHi ZwN16, we are very sorry to hear that the software update caused the issue and we certainly understand your frustration on this.
Did you observe, is this issue happening with any specific app or with each and every app on the device?

Galaxy SNo such issues on my S23 Ultra, or S20 Ultra..
Either defective device, user setup, 3rd party app problem.
Rather than using condescending remarks about Samsung's developers, maybe send an error log to Samsung, and let them figure out what is going on with your device.

Galaxy SThe two things that I always do:
- After every Security Patch OTA, Wipe Cache from Recovery.
- After every Android version update, Factory Reset.
If it's something that you believe is missing in the software, a Factory Reset should correct the issue for you.
You could also Download & Flash the Complete Samsung Firmware with Odin.
As I said, no such issues on any Samsung device that I have ever owned, going back more than 11 years.
