I can't enable OEM Unlock in settings and i can't root it again

The phone it was rooted and reflashed i can't do anything...

You have to wait 7 days after you have reset your device before OEM unlocking again.

this might help but sure tho u can try flashing a combination rom in with Odin get into factory binary look in android apps for setting u will be able to access dev mode there and then just flashing the exact roms you wrote over with the combo roms
