Text call feature not working on S23 Ultra OneUI 6.1

My phone got updated to OneUI 6.1 and the text call feature is not working. I am in Canada. Can someone help in this

Yes, and Bixby is enabled on my device.

Open Phone app -> 3 dots on top right -> Call Settings -> Text Call

Make sure it is enabled
