Galaxy SDifficult to say from the screen shot, but it's possible that the "debug" folder is from some apps, which the Developers get information about any apps that are crashing.
It shouldn't be anything to be concerned about though.
You may have noticed that some apps have an option to provide feedback to the Developer, this feedback would be anonymous, but it would likely include information about your device & it's operating system, and the app version.
For example, if "abc" app is crashing on your device, the Developer would get information about what caused the app to crash, and then they would be able to hopefully fix the issue in the next update of the app.
At least that's what it looks like to me.

Galaxy SHi, please perform wipe cache partition and verify if those files disappear.
Below are the steps to perform clear cache partition.
1.Turn off the unit.
2.Press and hold the volume up button and press and hold the on/off button. When the Android logo is displayed, release all keys ("Installing system update" is displayed before displaying the Android system recovery menu options).
3.Press the volume down key repeatedly to highlight "wipe cache partition".
4.Press the Power key to select. Press the Volume Down button to highlight "Yes" and press the Power button to select. When the wiping of the cache partition is completed, "Reboot System Now" is highlighted.
5.Press the Power button to reboot the unit.

Galaxy SWell, obviously not. You can wipe the cache until the battery dies, but it's not going to do anything with any folders.. 🙄
