Weather insights widget

A couple of quick questions... does the widget use 'follow me'? Ie... wherever I am I won't have to update my location? Secondly, Ive read where the widget is resizable but mine is definitely not ... is it me or is this thing NOT resizable? Thanks and happy Holidays everyone.

To enable the local weather mentioned by @RedDogRabbit, go to the weather app, then the settings of the app and it will be the second option (below the unit choice). Are you sure it's not there?
