What is the little plus sign with a circle around it mean?

I notice recently that There is a plus sign with a circle around it on my status bar and it's not an app notification. nothing in my notification shade either. (look at the top beside the vibration symbol) anyone ekse wondering what this is??

I have been wondering that myself. Came across this list https://material.io/icons/ ... the only one it kind of comes close to is "data usage"... but maybe it's not here because it's for a Samsung feature and not Android.

it is called "data saver" it prevents or at least slows apps from using background data

go to mobile data settings and turn off the data saver
