Galaxy SDoesn't look like a theme, looks more like a tint.
Maybe go to Settings > Themes & Select the Default Samsung Theme, but I don't think that it's that.. Maybe Colour Palette?

Galaxy SWell, Developer Options is actually part of Android, so Google.. but they wouldn't know what you are talking about either.
Dev Options are quasi experimental, and the vast majority of people don't even know that it exists.
Also why you need to unhide Dev Options by clicking on the Build Number 7 TIMES.

Galaxy SCase in point, the strange red tint. 😉
Did you try going to Settings > Themes & Click on Default Samsung Theme?
The only other things that come to mind..
You could try going to Settings & Search for "Reset" and Reset All Settings (don't think it'll work).
You could also try Toggling Off Developer Options, see if that gets rid of the red tint?
Or as a last resort, the "nuclear" option of a Factory Reset.
