Is there no wifi calling and text function available on the S24 Ultra?

Should be available on your device. 

Depending on what Carrier you are with. 

Click on the Dialer & Click on the 3 Dot Menu Top Right to open the Dialer's Settings & Toggle ON WiFi Calling.

You'll likely have to then follow the Prompts to Enable it.

I don't see that. I do see 2 voicemail options though.

Samsung's Secure WiFi should not prevent you from posting screen shot of the Settings.

It's never prevented me from posting screen shots of my Settings.
