Try install Home up from GoodLock.
Under Home up -> Folder
Enable Pop up folder.
Then go back to your folder. I mean click on a folder and you can assign the folder color.
Edit: I think it is a bug. After uninstall the Home up, the color option still show up in folder. Seems like install Home up and uninstall Home up will trigger the change folder option appear.

OthersGo to wallpapers and style. Reset to default. Then you can go back and change it all again and the symbol to adjust the folder background will appear.
