Galaxy S8+ network SIM lock code

I bought a samsung s8+ from a friend that he said was unlocked. The old SIM card in the phone was chatr and I am with Virgin mobile. It was factory reset m, but when I put my SIM in, it said a network sim lock code was needed to be able to use my sim card in it. 

I have tried:
•called my provider and they did things on their end, and they said it should work, but it still didn't
•ran the IMEI through a blacklist check and it is not blacklisted
•tried iReBoot for Android and did a fix in case it was a system error but nothing changed
•tried putting a sim from a friends phone who is with Freedom and it also said network sim lock code needed
•put the chatr sim card of the previous owner in the phone and it didnt ask for a network code, but when I called chatr to get it unlocked, they said the phone is unlocked

Is there something I'm missing? I am baffled as to why it will not work

As you may know, all Canadian devices are unlocked at no charge since December 2017. So it's really a Carrier issue unfortunately. 

I don't think that there's anything that can be done other than contacting the Carrier again, and maybe the person you purchased it from.

⚠️⚠️ You should also delete or edit the image which contains the IMEI & serial number of the device, as these can be potentially misused by someone ⚠️⚠️
