I'm wondering if anyone know how to use my galaxy s23+ as a second screen for my pc

Try Smart View or Link to Windows to mirror your device's screen to your computer.

this work for phone to pc but I want to do the other way round pc to phone

Yeah, You should be able to Smart View to cast your S23 to your computer.

You could also use the Quick Settings app from the Play Store to add a "cast" QS Tile to your QS Tiles. (You may need to use adb to enable the Quick Settings app) 

 

 

You could then use the Reflector app on your computer & Connect with Cast on your phone. 

Both devices need to be connected to the same WiFi network.
