While I was restarting my phone because my screen won't respond

Navigation Bar only works.
App/tab swipe doesn't work
Tapping: (only works for YouTube)

Of course I did! The sim card customer service (Globe Telecom Philippines - +63277301000)
Called me and said try using another globe sim and it worked,
(I only inserted 1 another globe sim first) to test if it works, and it worked, then I took the another globe sim out and tried mine and mine also worked? But sometimes when I restart my phone it happens.?????
