Should be, Press & HOLD Power + Volume DOWN. It should Reboot normally.

Sorry, I didn't answer the first part of your question. 

If the device is powered Off, Pressing & Holding Power + Volume DOWN will Boot the device into Download Mode. 

It's also possible that if the device's system detects, or thinks that it detects a significant issue with the system, it can Boot into Download Mode on it's own. 

If the device does Boot into Download Mode on it's own, it could be important to select the Backup Option, before Selecting the Factory Reset option.
