We certainly understand your disappointment on this. While an official Messenger app isn't available, you can use the notification sync feature to reply to Facebook Messenger messages directly from your watch. Ensure "Smart Replies" or "Reply with Voice/Keyboard" is enabled.
Apps like Wearable Widgets can mirror Messenger's interface, though functionality is limited.
If you’d like to see official support, please consider reaching out to Meta through their feedback channels. Meanwhile, we will also make sure it will be considered as a valuable feedback and forward to our team.

WearablesI don't use Facebook, but from what I understand.. I think that it's Facebook that isn't interested in providing the app for Samsung's watch.
I wouldn't be surprised if Apple pays Facebook for some of the preferential services.. I am pretty sure that Apple has a Deal with a number of the Canadian Carriers.. I know that with Rogers, whenever you look for hardware ie: Phones & Watches, Apple's products are the first ones you see.
This doesn't help you, but it may give some insight on what's going on?
