Go to Settings & Search for "Reset" and Reset the Network Settings.
You will need to know your passwords & Pair your Buds again.
See if that works for you?
Clearing Cache from Recovery is always a good idea after any Security Patch OTA, but I always Factory Reset after EVERY Android Version / One UI update.

WearablesWiFi & Bluetooth is what you want to Reset.
You'll need to know your WiFi password & Pair your Buds again.
The separate Sound Assistant app (it's Samsung's) is really good and should give you want you need.

WearablesI even found a temp. workaround for this issue too. So, if I revoke the call permissions for buds I am able to control the volume for my music app. And as soon as I give the call access back it will automatically prioritize my call volume and my music volume won't change (even if I try to increase or decrease). So, while listening to music or some video on Youtube, I'll just turn off the call option for buds and they work fine.

Also, as said by RedDogRabbit perform reset network settings and connect them again.
You can try Booting into Recovery Wiping Cache partition, as your'e facing this issue with other apps as well. If you wipe your cache partition, it removes any temporary files that may be causing some problems or issues with your device, all of your personal files and/or settings will not be affected when you wipe cache partition.
1. Hold the Power button and Volume Down to open the power options where choose the Power off.
2. When the screen goes dark press the Volume Up and Power keys together.
3. Let go of all held buttons when you see the Recovery mode on the screen.
4. Then you should select Wipe cache partition. Use Volume Up to navigate and the Power button to accept it.
5. Choose Yes and press the Power key to confirm that operation.
6. After that select Reboot system now with the Power key."
