Galaxy ADid you go to Settings > Data Usage > Mobile Data Usage & you should see the apps that are using Data.
Show a screen shot of this if you want.
Have you set a Data usage warning limit? Depending on what you set the limit to.
There's going to be a pretty small amount of Data used by the Default Samsung Settings, but wouldn't likely to trigger any Data Usage Warning, unless you set your limit to a tiny amount like 100 Meg per billing period.

Galaxy AHi SamSungtwo, Please use the Samsung Members app to generate the error report by using the below link so that the team can review the Log Files.
In step 5, please select the "Application" category.
In step 6, Please check "send the system log data". https://www.samsung.com/ca/support/mobile-devices/samsung-members-how-to-submit-an-error-report/

Galaxy AI won't be submitting a log to the team regarding this issue because when I asked about why the telephone permissions was installed on Samsung apps cameras and my files they responded twice with a pdf manual of my phone. Clearly refusing to answer the question submitted on the forum.

Galaxy AHi, We request you to register an Error Report from the Samsung Members app by attaching the system logs.
Open the Samsung Members app>> Menu >> Support >> Send feedback >> Error Report >> Send system log file.
With these logs, our team could analyze the performance and errors on the device and if there is anything related to the Samsung update that you have installed recently, we would push a fix through an update.

Galaxy A3.5 Meg Data usage, for almost an entire month, if your billing period starts on the 1st?
But yeah, don't see why you should be getting any High Usage warning based on what you say.
You could just Toggle Off the Data Usage warning.
Or you could always Backup & Factory Reset, see if that fixes it?
Or you could contact your Carrier & ask them if the warning is being triggered by them.
