am unable to download anything now, due to Google play protection I try to off it, is still the same

Try the following:

Open Settings→ Apps→ Google Play Store→ Storage
click Clear data and clear cache
Reboot phone and try again.

In that case, disable Play Protect. Open the Play Store, tap the 3 lines on the top-left and select Play Protect. Uncheck the first option
