Questions about Android 11 update

So, am I safe in assuming that this is also carrier dependant? If I haven't gotten it yet, it could be due to the carrier not releasing it yet, or the fact that I don't currently have a carrier, right?

I checked androidauthority, A20 was lineup at Aug 2021.

The A20 should get it in mid-July here

Well, almost got a bit excited when I saw they posted again about Android 11 and the A20 was on there a d I saw there was an update. But then I quickly figured and got confirmation that it was just the May security update.
