Is there a way in permissions to add a visual marker each time a vm is left?

When you have received a missed call & a voicemail has been left, you should see 2 visual notifications.

One on the Dialer for the missed call & an Icon on the Status Bar indicating that you have a Voicemail waiting for you.

It would look similar to the screen shot here.

It doesn't require any special permissions.

Hi, we would like to inform you that All Voice mail feature will be enabled by your carrier provider. They will be able to tell weather your device has voice mail feature or not.

That is not what they are asking. 

They are asking if there's a visual notification, to let them know that they have a Voicemail waiting for them. Not whether they have voicemail service or not.

Press one on the keypad.

That's for actively checking your voicemail & it's not just press 1 on the Dialer, it's press & HOLD.

They are asking for a visual notification that they have a Voicemail waiting.
