Galaxy ATry a different Charging cable..
Also, Open the Samsung Members app & Click on Support > Phone Diagnostics & run the Diagnostics for the USB Charging Port & the Battery, See if you get any error messages?

Galaxy AHowever, sometimes it recognizes the charger as a device that has been connected via USB, and sometimes it does not recognize it at all, and other times it charges very quickly, and sometimes it disconnects the charge and returns.

Galaxy AIt sounds like one of 3 things.. either the USB Charging cable, Charging Block or the USB Charging Port.
While it's easy to switch the Cable & Charging Block, and if you can rule those two out, then that leaves the USB Charging Port as the culprit.. could it have a loose connection internally in the phone? It's possible.
Try wiggling the cable at both the Charging Port & Charging Block ends, see if it starts / stops charging?

Galaxy AWell, you could try to test the Cable & Charging on another device, or try a different Charging Cable & Charging Block on your A15.
Did you run the Diagnostics for the USB Charging Port?
Even brand new accessories, can have a manufacturer's defect.. maybe rare, but still possible.
