Because when you backup phone to phone, you can choose USB-Cable or Wireless. Guess that's why require Wireless permission.

Yes, you are correct@Tallman. You can transfer, backup or restore the data from one Samsung device to other using the smart switch app in four ways. Those are:
1. Transfer wirelessly
2. Connect with a USB cable
3. Backup and Restore from external storage
4. Backup and Restore from PC or Mac
If you select the wireless transfer option, it needs to enable to a WiFi connection to transfer the data.

The question still has not been answered. Smart switch requires network access via WIFI when I perform a local USB backup. The backup will not continue unless I provide wifi network access. This means Smart switch needs to access something on the network. WHY?

The airplane mode is active on your phone

First desactivate the airplane mode and you will be available to use Smart Switch

So, is SmartSwitch app kind of like SideSync? I don't see SideSync under Samsung CA apps list, but SmartSwitch is there. I know I had it on the phone, but never used it. However, I have had made a few backups using SideSync in the past.
I'd really like to preserve the current state of my phone; mostly the apps and settings etc., should I use SmartSwitch? Is it any good? The features and functionality listed on the website are enticing though. ☻

This issue is regarding why smart switch is demanding a wifi connection when enhance security is enabled and a local backup is being performed.

I did install and perform a full device backup using a USB cable. I was not asked, or required for any Wi-Fi though. ☺
