Wireless emergency alert

What function does this app perform.  Wireless emergency alert. It appears to be the same as SMS alert but since the update to Android 11 i see the below app. It has unchangable permissions for SMS and telephone.

The Wireless Emergency Alert is a public safety system that allows customers who own compatible mobile devices to receive geographically targeted, text-like messages alerting them of imminent threats to safety in their area.
If you are on a phone call when a Wireless Emergency Alert is sent in your area, the message will be delayed until you finish your call. The Wireless Emergency Alerts do not track your location. They are broadcast from area cell towers to mobile phones within the defined geographic location. Every Wireless Emergency Alert-capable phone within range receives the message.

Can you tell me why in Android 11 it shows this now as an app in the app list?

Because they already know you know they know all about what you know, so they decided to stop concealing their activity to spy on you.

It's normal (not necessarily ideal) to have an update change how things work. We always complain about these changes on the forums. It's not a conspiracy (but wouldn't that be exactly what one would say were it a conspiracy?) so do not worry about it
