Galaxy GalleryIt could depend on the Bluetooth Device you are trying to connect with your phone.
Some apps will improve the functionality of the Bluetooth device, ie: Earbuds, whether they are Samsung's or another brand, there's usually an accompanying app available. I haven't seen any Bluetooth device, where it is an actual requirement in order to connect through.
Based on your screen shot It's possible that you need to download & Install Samsung's Smart Things, if it's not already installed.
Maybe there's something suspicious though.....

A Bluetooth device, which is not recognized by Samsung's / Android standard protocols would be the likely explanation.
What Brand & Model of Bluetooth device are you attempting to connect with?

This suggests the moderator excluding questions. Because I know the person of Bluetooth I have to presume this is a flaw in current Bluetooth on android 11

If you mean that Moderators are ignoring a question, it's likely because they don't understand the question, or know the answer.
I've personally, never seen any Bluetooth device, that HAD to install any app JUST for connectivity to an Android device. I think that it seems more likely to be a flaw (or unusual design) in the Bluetooth device in question.
If the Bluetooth device is using any supported protocols, then it should be discoverable by the Android device & connect with it.
