Galaxy NoteTo see if it's because of a 3rd party app, boot into recovery & see if you still get it.
Is it happening on both WiFi & Cell Data?
If you don't already have it installed, Samsung's Noti Star (A Good Lock Module) may also help you to determine what is generating it.

Galaxy NoteThis seems to be associated with the Facebook app, so I tried turning that off and turned off all of my Facebook settings, and it still appeared. Also, I tried turning off Google Play services on my mobile phone, but that didn't seem to fix it. I also tried to update to the latest versions of the Google Play services, Android system, and FB app, and still no change.

Galaxy NoteHi, As suggested by Tallman, we request you to backup and reset the device and check if the issue still persists.
Backup from Samsung account--Apps > Settings > Cloud > Backup > Select the data > Back up now. Backup from Google account--Apps > Settings > Backup and reset.
Here are the steps for factory reset, settings>>General management>>Reset>>Factory data reset>>Scroll down to the bottom and tap on Reset>> Delete All.
