Yes they do, like I said. Have you never noticed how they all release them at the same time? 🤦‍♂️

- Update created from Samsung

- Carriers submitted what they need to change to Samsung

- Once everything set, Samsung push the update out all at the same time

- Since updates have divided into couples carriers, the updates will base on CSC to deliver to our phones

- If update has delay on some Carriers, could be some incompatibility issue need to fix or on hold the update by Samsung

Technically, updates are pushed by Samsung, not Carriers.
