hello, i would like to request for help with my note 8 N950F i bought it from a previous owner but i think it was refurbished or he flashed it with a different firmware that don't match below are the details:

Nope, that's the other way around. That's a China Note8 (Snapdragon!) with US FW and Europeabn Modem+CSC. That person needs to flash some good old Snapdragon firmware.

Anyway, I got the solution for you. You needed Snapdragon firmware. Would you like me to provide you with firmware for Canada?

He did, but that'd be what the device reports. You can see it's not accurate as the firmware N950FSQU4CRF3 does not exist (and SQ is not used outside US FW. It should have been two X). (French only, sorry.) Anyway, the link says that was a Verizon phone with the same FW, and the device reported itself as SM-N950F.

Yeah - My head is somewhere else today - Took me a few looks to see the U Baseband & Bootloader - But the F PDA & CSC - I didn't even notice that he said that he downloaded from Sammobile until @Cassidy pointed it out.
