Galaxy NoteStill think that it's a Google server side issue & unrelated to any Security Patch Update.
Server side changes from Google arrive randomly. I've got several devices, some Rooted & some not, and I fairly often see different changes from Google on my different devices.
A Security Patch wouldn't likely have any effect on Google Discover.
You could always uninstall Google app & Reinstall it, just make note of the version installed, & also if you have the Stable or Beta version.

Galaxy NoteJust wipe cache & data for the Google app & Reboot.
Latest update from Samsung,or Google has nothing to do with it.
Google Discover is working just fine on my S20 Ultra.

Galaxy NoteYes, you can post links here. Is Google Discover tab not visible for you, or it's just not working?
It's also possible that it's a server side issue on Google's end.
But as you can see from the screen shot I posted, Google Discover is working fine for me.

Galaxy NoteSecurity Patch Updates shouldn't have anything to do with it.
I'm still on the September Patch, but there's some additional information in the link below, that suggests that the issue is on Google's side & has nothing to do with Samsung's Security Patch Update.
I'm using Google App Beta by the way.
