Is it normal for the battery to drop down 1% every so often while the screen is off?

Your screen might be off - But it's still a Cell phone & Unless you have it in Airplane Mode - It's going to be connected or trying to connect to the Network - Either by Cell Data or WiFi - So yeah it's normal for the battery to discharge over time.
The real question is - What is draining the battery excessively when the screen is off - ie: Background apps refreshing with no restraint - Hunting for Location etc etc - BBS & GSam Battery Monitor - Wakelock Detector are all tools that can help you see what's going on 😉🐧

Screen off is just screen off. If you were doing something on the background such as playing a game, the process isn't killed for fast resume.
