my colleague also has note 8 mobile phone but when he pulls down his menu showing wifi, airplane mode, bluetooth buttons... there is also mobile data button to turn mobile data on and off

If you dont mind, can you please do a quick search on the Samsung community forms for "Mobile Data toggle" and I am sure you will find what you are looking for and how to bring it back.
This topic has been brought up multiple times.
