I just bought a used Note 20 Ultra 5G, and I started with getting all the android and Samsung updates, after a fresh factory reset. Somewhere along the way, an update changed the readout of my original internal storage from 256GB to just 128GB. Even 3rd party apps are only reporting the 128GB. I have not found any similar reports or problems online yet.

Be my guest. 

If the device had 256 Gig before a Factory Reset, it would still have 256 Gig after a Factory Reset.

The only thing that would change would be the available storage space.

Screen shots normally help out a lot. But it seems really suspicious that a devices storage would have been cut in half with out explanation.

As it is right now, WITH and sd card installed, and that displayed on separate page. I am going to proceed to with factory reset and monitor this as I go. Just an FYI... McAfee is really a waste of time & resources. 

I wouldn't bother activating after you Factory Reset.

Bwahahaha! Just my luck! Of course a "factory reset" actually isn't. I'm still stuck with UI 5 and android 13, and the incorrectly reported internal storage. This is frustrating, as I want what I paid for! I did visually verify the 256gb/12gb , along with IMEI and other stuff before buying. Oh well. At least I have a new 1TB sd card ready to go!

A Factory Reset will never reverse any Android version update. The ONLY way to revert to a previous version of Android, would be to Flash it with Odin, and then it's only possible if the Bootloader version has not changed.

As for the Internal storage, a Factory Reset wouldn't magically increase the size. 

If you REALLY want to know what your device was shipped with, you could call the Carrier it was purchased from, give them the IMEI number and ask them. 

BUT, I'm quite certain that what you have, has only ever had 128 Gig of internal storage.

The most obvious explanation as to why you might have seen 256 Gig, is if you saw it on a different device.

I know I've only been apart of this community since 2017 and I can't recall a time where a devices internal storage was cut in half by any means. But any way a big SD card would take care of the issue. Because even some apps you can transfer to the SD card. Also a factory reset doesn't reverse android versions. It just wipes all the data on the device to factory settings as if it just cone out of the box.

Yes, exactly as when it was first released, other than any Android version / Security Patch updates that have been applied, as you mentioned.
